Debbie Gentry
Director of Legal Operations
Debbie has an extensive professional background with certifications in both the legal assistant and real estate professions. She has served as in-house corporate paralegal for the largest commercial real estate developer in the country, based in Florida at the time, and has served as senior commercial real estate paralegal for a Top 50/Fortune 500 home improvement company based in North Carolina, including being handpicked by its General Counsel to help oversee the company’s international entry into Mexico. Her arrival in Texas led to her position as Director of Operations for a privately held entrepreneurial real estate investment and development company in The Woodlands, and she has served as a title analyst, lease administrator, legal compliance manager, and/or transaction coordinator for retail shopping centers, hotels, and commercial landlords for over 300 transactions totaling more than $250 million. Debbie now utilizes that wealth of experience to assist with the Firm’s developer and special district clients’ real estate matters as well as her work in meeting administration, district operations, open government compliance, and public finance (bond) work now exceeding $25 million.
Jessica Armilla
Paralegal / Communications
Jessica joined the firm in January 2022 after graduating with a Business Administration Business Management Specialization from Lone Star College along with a Certificate in Business Operations and Business Administration in Marketing. Her role with Roach & Associates originated as file manager in charge of processing client and firm electronic/historical records, and she transitioned to one of the firm's legal assistants, aiding with special purpose district clients, before advancing to her current role as a Paralegal. In addition to her paralegal responsibilities, Jessica has taken on the firm's web communications, creating and managing client websites. Her management, organizational, and client services skills make her a great asset to the firm and those served by it, and she is very quickly learning the industry and growing successfully along with the firm's expanding client base.

Jewel Wheeler
Paralegal
Jewel is a dedicated and knowledgeable professional who joined the firm in June of 2024 after earning an Associate's Degree in Paralegal Studies from Angelina College. She is currently pursuing her Bachelor's Degree in Forensic Psychology at the University of Houston, with aspirations of attending law school thereafter. Jewel began her career with the firm as a legal assistant, specializing in assisting with Special Purpose Districts, and has since advanced to her current role as a Paralegal. Her educational background and passion for the industry makes her a valuable asset to the firm and its clients.
Cerah Nunez
Legal Assistant
Cerah joined the firm in August of 2026 after more than five years leading administrative operations at Dry Creek Baptist Camp in Dry Creek, Louisiana, where she served as Program Director. In that role she coordinated program logistics and client schedules for events ranging from 40 to 500 participants, recruited, trained, and supervised a staff of approximately 40, and managed the records and client communications supporting the camp's year-round programming. She began her career as a teacher at Amite Christian Academy, instructing Science, Writing, and Bible Literacy, and holds a Bachelor of Science in Elementary Education from Southeastern Louisiana University and an Associate of Arts from Hinds Community College. As one of the firm's legal assistants, Cerah assists with the firm's Municipal Utility District practice, working alongside the firm's attorney and staff. Her background in operations management, calendar and schedule coordination, and client relations — along with her organizational skills and attention to detail — makes her a valuable asset to the firm and those served by it.
Hayden Toth
HOA Legal Assistant / IT Admin
Hayden joined the firm after graduating with his Bachelor of Science in Biblical and Theological Studies from Liberty University's School of Divinity in May 2022. Originally joining the firm in an Information Technology role, Hayden now serves as the firm's HOA Legal Assistant while continuing to oversee the firm's information technology operations. As the firm's HOA Legal Assistant, Hayden assists with the firm's homeowners' association practice, with a primary focus on collections. His organizational skills, attention to detail, and commitment to client service make him a valuable asset to the firm and its clients. In addition to his legal responsibilities, Hayden continues to manage the firm's information technology systems, providing technical support and developing proprietary software solutions that improve efficiency and streamline internal processes. His unique combination of legal and technical expertise supports the firm's continued commitment to innovation and exceptional client service.
Jennifer Rodriguez
Legal Assistant
Jennifer joined the firm in August 2023 as a legal assistant after graduating with a Political Science Bachelor of Arts from The University of Texas at Austin. She had previous internship experience with various government agencies and political campaigns. Jennifer attends Board of Directors’ meetings, drafts minutes, and focuses on the myriad of Special Purpose District Director and consultant follow-up matters. She also works extensively on drafting easements, resolutions, annexation documents, and similar real estate and government instruments. Additionally, Jennifer collaborates on planning and conducting Board of Directors’ elections and assist with a number of legislative matters for the firm. Jennifer is currently a law student at the Catholic University of America Columbus School of Law in Washington, DC where she is pursuing a Juris Doctor. She continues to work with, particularly on legal research and coordinating potential Special Purpose District coalitions.

Ray Arce
Director of Client Services
Ray joined the Roach & Associates team with nearly 10 years of experience working for special purpose districts. He has a comprehensive background in property tax administration, annexations, developer finance, and general industry standards & practices. He works closely with developers, Boards of Directors/clients, and consultants alike to facilitate and streamline working relationships while expanding and interweaving his vast network of industry professionals. Prior to achieving his Registered Texas Collectors (RTC) license through the TDLR under the tutelage of a prominent industry tax assessor/collector, he spent 7 years as a commercial diver in the Gulf of Mexico working on sub-sea construction, demolition, welding, explosives, and sub-sea inspections. He loyally commits his time to the firm and its extended family of clients.
Bethanie Toth
Office Administrator
Bethanie joined the firm in December 2025 as a file processor, responsible for processing client and firm electronic and historical records. Prior to joining the firm, she spent nearly seven years at Cross Community Church, beginning as a Children's Ministry Assistant and later serving as Children's Ministry Director before transitioning into a Production Assistant role, where she supported website maintenance, video production, graphic design, and the church's social media and marketing efforts. Since joining Roach & Associates, she has been promoted to Office Administrator. Her diverse background, adaptability, and strong organizational and client service skills make her a valuable asset to the firm and those it serves.
